Health budgets

Finding the right way to protect people's health is the first important mission for all governments and citizens, which already raised an argument between two different statements. Some people believe that health budgets should be spent on expensive medical technology and procedures to save people lives while the others claim that government should pour this money on health education instead in order to help people avoid dangerous diseases. I am totally convinced by the former view for following reasons.
First, it is believed that only by spending money on providing health courses for citizens can government save a huge of money while the total cost for medical technology may much higher than that of health courses. For example, in some poor countries, the government cannot afford the cutting edge technology for hospitals from other countries, leading to the fact that the better solution for them is teaching lessions on protecting health for all citizens. However, is it always true in any circumstances? How can we be sure that this solution work properly when education system in many coutries still has a lot of cheats and lies? It is undeniable that such a busy life in this modern world can people even do not have time for themselve, leading to the fact that it is much harder for them to spend their time for this health education of the government which is their personal matter. Each person has their own life in which they have their right to decide what kind of life do they want, even when it is an unhealthy one.
Second, another rationale supporting for the latter opinion is that teaching people how to keep their body healthy is of great benefit for the next generation and in the long term. Undoubtedly, not only do people nowadays have a lot of bad habits effecting their health badly such as to be addicted to fastfoods, smoke, alcohol, and so on, but the pollution caused by human also exacerbates some death-threatning diseases like cancer. Hence, such is an good idea with government's support that it helps people be aware of health protection so as to expand life expectancy and guarantee a healthier life for next generations. Nevertheless, there are many diseases caused by some uncontrolable elements like genetic mutation, heredity, virus, and so on, triggering the urgent demand for high technology to save people's lives. In this case, it is clearly that the high conciousness of people about health is not enough whereas only by being cured by wise methods with science and technology's support can these patients recover faster and comeback to normal life. Moreover, due to the changes of climate in our planet, viruses multiply rapidly, resulting in the fact that human life will be threaten by the appearance of new diseases. Thus, that governments spend health budget on medical technology is the preparation and the guarantee for our future. To specify, Sars is a stark example of new disease, has the symptons being similar to flu, which killed thoudsands of lives in few years ago before the invention of the best cure. Thanks to being protected by the development of cutting-edge technology, people nowadays feel more comfortable with less concerns about this disease than in the past.
